Senior Accountant

General Description: The Senior Account will afford accounting support to the Chief Financial Officer in providing financial monitoring to all Authority accounting operations, including: budget preparation, financial reporting & analysis, procurement, asset management, and compliance. The Authority seeks to hire a Senior Accountant who is looking for growth within the organization.

Immediate Supervisor: Chief Financial Officer

Subordinates: Accounting Clerks

Primary Duties: Maintain and reconcile general ledger accounts

  • Reconcile bank accounts
  • Maintain fixed asset software
  • Perform month-end close
  • Create journal entries for financial transactions and corrections
  • Oversee the accounting of projects with federal and state funding
  • Prepare quarterly state reporting and special tax returns
  • Review payroll and benefits management
  • Review outstanding accounts receivable and manage collection process
  • Assist the Chief Financial Officer in preparation of monthly statements & analysis, budget preparation, and year end closing
  • Assess internal controls; create/update a standard operating procedure manual for accounting policy and process
  • Oversee and support accounting clerks

Minimum Qualifications:

  • Bachelor’s Degree or higher in accounting or finance required
  • Minimum of 3 years accounting experience
  • Working knowledge of GASB and GAAP
  • Practical knowledge of fund accounting
  • Strong financial analytical skills
  • Proficiency in Microsoft Office, particularly Excel
  • Strong communication skills, both written and oral
  • Prefer familiarity with Sage Business Works and Paychex Flex
  • Proven ability to handle multiple projects/tasks simultaneously

Director of Economic Development

Organizational Overview: The Ogdensburg Bridge and Port Authority was created in 1950 pursuant to the Public Authorities Law of the State of New York and is a component unit of NYS. The Authority is a self-sustaining entity which creates business development through the ownership and management of: The Ogdensburg-Prescott International Bridge, the Port of Ogdensburg, the Ogdensburg International Airport, the New York & Ogdensburg Railway, and the Commerce Park Campus/Heavy Industrial Park.

Position Overview: Working collaboratively with internal and external partners, this position is responsible for building the Authority’s economic base, recruiting new business and re-imagining existing commercial space. This position is responsible for promoting the Authority as an economic development destination, as well as, championing economic development programs, projects, and activities.

Essential Functions

  • Manages the development and implementation of economic change for the Authority through retention, expansion, attraction of commerce and light industry and the creation of incentive zone/programs
  • Develops infrastructure (industrial parks, shell buildings, utilities, transportation, etc.) to support business growth and expansion
  • Becomes familiar with the existing inventory of available buildings and businesses in the Authority’s Commerce Park campus.
  • Analyzes existing local, regional and state economic situations relative to business attraction/ recruitment/retention and expansion
  • Develops of short and long-term economic development plans, as well as the gathering of information and preparation of studies, reports and recommendations to achieve such goals
  • Establishes and maintains relationships with various NY State and Federal agencies as well as Canadian Provincial and Federal agencies, coordinating project grants with these agencies as deemed necessary and appropriate
  • Stays abreast of US and Canadian trade laws and customs regulations; provides updates to current and prospective tenants
  • Administers the Authority’s FTZ program
  • Provides information and makes presentations to: civic groups, businesses and individuals on economic development issues, programs, services and plans
  • Provides general marketing of all Authority entities
  • Represents the Authority at appropriate civic, cultural, charitable, business and community activities as well as serves on committees and organizations related to the areas that are critical to the Authority’s goals and interest

Minimum Qualifications:

  • Bachelor’s Degree in a related economic development or business field and five years substantial experience in planning, economic and/or community development, business or related field
  • Project management experience in a nonprofit or public agency setting
  • Direct experience developing close working relationships with government at the local, state and federal level, and constituents/stakeholders which might include elected officials, board of directors and other business and community support organizations
  • Possess exceptional communication and presentation skills; ability to lead discussions and meetings in person and through use of remote technology
  • International/ Canadian trade-related knowledge: extensive familiarity with international trade, particularly cross-border commerce between the United States and Canada

Salary: minimum $65,000 per year commensurate with experience
